A lead and a sweeper
Two different people. The lead sets the pace at the front, the sweeper runs at the back and finishes last, so nobody is behind them.
One run a week and one event a month, at a pace the whole group can hold. A lead up front, a sweeper at the back, and a headcount at both ends, so everyone who sets off comes home. Free, and you do not need the app to come.
Areas and times are public. The meeting point is not, and goes only to the people who have a place.
One email when a run is set in your area. Nothing else, and nothing to download. Your address is not shown to anybody and is never shared.

You check in at the start and check out at the end. The run is not closed while anybody is still out.
The area and the time are public. Where exactly we meet goes only to the people who have a place, and only close to the start.
Everyone is paired at the start. If you want company to your car or your taxi afterwards, you say so when you take your place.
The whole procedure, and the numbers worth saving, are on the safety page. How we film at runs, and how to say no, is on the filming page.
